This is an independent information guide to the revision of the TVDE law. It explains what it is, how it is made, what it deliberately is not and what its limits are, so that every reader knows exactly what kind of information they are consulting.

What this site is

This site is an independent information guide to the revision of law 45/2018, the legal regime for TVDE, approved in the final global vote in parliament on 17 July 2026. It was launched on 17 July 2026 and is available in eight languages, to serve the various audiences affected by the law: drivers, operators and fleets, taxi drivers and passengers, including many drivers whose first language is not Portuguese.

The aim is to turn a complex legislative process into clear and useful information. We bring together, in one place, what changes for each audience, organised by topic and by practical guides, with concrete cases, frequently asked questions and support tools, always with the concern to distinguish what is already in force from what still awaits promulgation or regulation.

How it is made

The content rests on public sources: news reports, parliamentary documentation, such as the bills in question, and official information from the IMT and the State services. Whenever a fact rests on a single source, it is flagged as such and presented with due caution, with expressions such as according to the available information or according to one of the sources. We do not invent values, deadlines or article numbers that do not appear in the sources.

As this is an ongoing process, the site is updated continuously. The updates page follows the milestones still to come, from promulgation to publication in the official gazette (Diário da República) and the implementing government orders (portarias), and records when the information is revised.

What this site is not

This site is not legal advice. It is information of a general nature and does not replace consulting a lawyer or a qualified professional for a specific situation. It is not an official service: it is not the IMT or any State body, and it does not issue certificates, licences or opinions. The exam simulator available is an educational tool from this site, built from the information gathered here, and is not the official IMT exam nor does it have any value for certification purposes.

Limitations

The main limitation stems from the moment itself. The law has been approved, but is not yet in force: it awaits promulgation by the President of the Republic and publication in the official gazette (Diário da República), and several rules depend on government orders (portarias) still to be published. The final published text may differ, in points of wording or application, from what is known today. For that reason, before making decisions with practical consequences, always confirm the framework in force with the official sources.
